This metadata describes the Corine Land Cover 2018 status layer dataset in vector format developed for different regions in four European Partnership countries (Armenia, Georgia, Republic of Moldova and Ukraine) under the ENI CLC (European Neighbourhood Initiative - Corine Land Cover) pilot project. This dataset was created following the methodology and rules of the European CLC project, namely computer assisted photointerpretation of satellite imagery, standard European level-3 nomenclature, 25 ha minimum mapping unit (MMU) for status layer, 5 ha MMU for change layer, minimum width of linear elements is 100 meters.

These CLC layers have been created in the context of the cooperation between the EEA and four Eastern Partnership countries (Armenia, Georgia, Republic of Moldova and Ukraine), which was implemented through the EU-funded programme "EU4Environment Water & Data". The period of implementation of the project was from 2021 to 2024.

Additional information about CLC product description including mapping guides as well as the corresponding CLC class descriptions can be found at the Copernicus Land Monitoring Service website and the metadata of the relevant Corine Land Cover layers.

Lineage

The creation of regional and national CLC data followed the methodology of the European CLC project: Computer assisted photointerpretation of satellite imagery, standard European level-3 nomenclature, 25 ha minimum mapping unit (MMU) for status layer, 5 ha MMU for change layer, minimum width of linear elements is 100 meters. The project included mapping of two status layers (CLC2018 and CLC2024) and additionally a CLC Change layer between these two years. Additional information about CLC product description including mapping guides can be found at Copernicus Land Monitoring Service (CLMS) website and the metadata of the relevant Corine Land Cover layers.

CLC layers for 2018 and 2024 and the Change layers were developed for different regions in four ENI countries.

In Armenia first the CLC2024 status layer was produced for the regions Lori and Tavush, then CLC Changes between 2024 and 2018 were mapped and finally the CLC2018 layer was created.

In Georgia first the CLC2024 status layer was produced for the regions Kvemo Kartli and Kakheti, then CLC Changes between 2024 and 2018 were mapped and finally the CLC2018 layer was created.

In Moldova first the CLC2024 status layer was produced for the whole country, then CLC Changes between 2024 and 2018 were mapped and finally the CLC2018 layer was created.

In Ukraine first the CLC2024 status layer was produced for the Zakarpattia and Ivano-Frankivsk oblasts, then CLC Changes between 2024 and 2018 were mapped and finally the CLC2018 layer was created.

The "EU4Environment Water & Data" Programme (https://eu4waterdata.eu/en/about/programme-description.html) was implemented from 2021 to 2024 and covered five Easter Partnership countries (Armenia, Azerbaijan, Georgia, Republic of Moldova and Ukraine) as part of the EU4Environment umbrella programme (https://www.eu4environment.org/). It was also part of the Team Europe Initiative on Water and Zero Pollution, which aims at moving towards a toxic-free environment for all citizens. As part of EU4Environment Water & Data, Corine Land Cover Data were created in Armenia, Georgia, Republic of Moldova, and Ukraine as a crucial step in enhancing access to and use of spatial data at the national level. Additionally, this activity fostered direct connections with related European initiatives and programs, including the 2018 and 2025 update of the CLC layers in the EEA39 countries and the services offered through the Copernicus Programme.

Previous cooperation of the European Environment Agency with six Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine) through the EU-funded "ENI SEIS II East Project (2016 to 2020)" (https://eni-seis.eionet.europa.eu/east) supported Eastern Partnership countries in developing their national environmental information systems in line with SEIS principles, focusing on institutional cooperation, content, and infrastructure. As part of the ENI SEIS II programme, pilot Corine Land Cover data (https://sdi.eea.europa.eu/catalogue/srv/eng/catalog.search#/metadata/95ea46c6-59ca-4c2c-9c9e-cd529035b914) were developed for Armenia, Georgia, Moldova, and Ukraine, covering the year 2018 and the areas of the capital cities. These efforts built on the earlier EU-funded ENI-SEIS project (2009-2015).
